Aylesbury Vale District Council is considering using adverts for outside bodies on its website.
The authority says it wants to include adverts to help keep tax low.
Neil Blake, cabinet member for resources, said: "This is just one of the measures that Aylesbury Vale District Council is considering to help ensure its share of the council tax is kept low during this difficult financial time.
"While we are keen on the income we could derive from this scheme we want residents to be clear that we cannot endorse or guarantee any of the products or services advertised.
"We are also concerned that we do not foist a change on those who use the website regularly in case it is detrimental to their experience - so are keen to get the views of local people."
The scheme would be run by a company that sources and hosts advertising on other council websites.
Ads would be mainly from national companies and placed at the top of AVDC's web pages meaning residents will have to scroll further down a web page to find the information they want.
Adverts would be placed on pages that the advertising company chooses, rather than on every page.
