At a meeting of the cabinet on Monday it was that the cash was needed for a range of functions including an influx of looked after children in the county.
Two extra teams of social workers have been taken on to ensure the care of the 50 new looked after children.
The council also has a continued responsibility for children who leave care, and Councillor Angela Macpherson, portfolio holder for the service, said that 30 of those children were now in third tier education, which must be paid for by the council.
Ms Macpherson also said that a new financial director has been recruited by the department to ensure more ‘rigour’ in spending.
