Geoff Howard says he will be ‘an independently-minded person who can be his own man and make his own decisions’.
He says the types of crime in each ward will be identified and resources appropriately targeted.
He said: “I will ensure neighbourhood police officers and PCSOs remain responsible for their particular wards for enough time so they can become well known and recognised figures.
“I believe this is the way police officers can regain the respect and confidence of the public.”
The former school governor and councillor has promised to cut red tape and push for more youth clubs to stop young people becoming involved in crime.
